Upgrading Storage / Steam Storage Help

OK first of all, I have a 480GB PNY SSD CS1311. I also have a 1TB WDB HD. What would be a good overall upgrade. Another 1Tb, another 480Gb cs1311? Or, something completely different like an M.2? I would like some ideas. Thanks.

Second, I am tryingto do some storage sorting with steam. I own COD BO3, and I would like to know if there is a way to install mods on my HD, even if the Game is on the SSD. The mods come straight from he workshop. And, how can I change google chrome's default download location?

Your storage upgrade depends on your purpose for it. Just like @Luminary mentioned, if you need more space for your massive data, most probably another 1 TB HDD would be a good upgrade. If you need more space for demanding gameplay or other applications, then an SSD would probably be a better choice. Regardless of what you go with, always make sure you backup your files somewhere off-site as well. This is the surest way to avoid any potential data loss. If you don't have duplicates of your precious files stored elsewhere, you are bound to encounter it soon or later.

As for splitting your mods & game, I'd also say that it doesn't sound like a good idea. You will definitely get a much better performance if...
1) Unless you need another SSD for read/write performance I would advise getting another 1TB storage drive (IF you need the extra storage). If you have some messing around money and just want to try out an M.2 drive that would certainly be fun, but I doubt you'll see a huge difference in performance between the M.2 and your current PNY SSD.

2) I don't think you can split the mod files away from the main game folders. Even with an elaborate sym link system it would be nightmarish and buggy at best.

3) Google chrome's download location can be changed by going to the top-right of the browser, clicking the three dots, and selecting 'settings'. From there scroll down to the bottom and click 'Show Advanced Settings,' scroll down a bit further, and you will see the 'Downloads' section that you can then point to any drive you want to.
