Currently I am using a 1080p60hz 25 inch TN monitor from scepter and I'm looking to upgrade to a 1440p60hz ips monitor.. I've seen that the general consensus is that 27in is optimal for 1440p, however, I sit quite close to my monitor (about 2 feet away). Would I benefit from a 23.8inch 1440p monitor or should I consider a larger size?

To be honest, the only way you're going to be able to determine what suits you best is to get in front of a few monitors and let your eyes decide. The dpi of a 24" 1440p monitor is going to be tighter than that of the 27", so added sharpness could be beneficial to you given your proximity to the screen. I know that Dell makes a pretty well rated 1440p monitor in the smaller size with G-Sync (not sure if that applies to you or not). I'm not sure about any others.
