Upgrading to R9 270x

I found a great deal on a new graphics card and I'm thinking about buying it but could I replace my current graphics card without upgrading my PSU? 
Current specs:
AMD Phenom X4 Quad core processor 
GeForce 8500 GT
3GB ddr2 ram
DiabloTek 450 watt PSU
Windows 7
I want to upgrade to a XFX Radeon R9 270x

You need a higher quality power supply.

DiabloTek 450 watt PSU < They make the worst power supplies on the market , you need to replace that.
