Question Uplay connection problem

I today just bought Tom Clancy's The Division 2 and it requires the UPLAY launcher to start the game. I have everything working perfectly and it logs me in just fine, eventually when I launch UPLAY it says "initializing" and then just switches to a screen that says:

"Connection Lost

A Ubisoft Service is currently unavailable. You can try again later or switch to offline mode"

I've contacted supported and have gone in a live chat and everything they give me doesn't work, I'm guessing this is a internet or proxy issue on my side possibly, does anyone have any solutions to this?
(I've tried uninstalling and reinstalling along with clearing some files as well as flushing my DNS)
