Upload doesn't go over 10mbps on my pc only

Hey guys,
My upload speed is contracted at 100Mbps but I only get around 10Mbps on my pc. I have 3 other computers at home and they all get to 100Mbps on speedtest.com
I recently upgraded from a FX 6300 to a i7-7700k and as such I had to get a new motherboard as well. I also went from Windows 8.1 to Windows 10.
Before upgrading I was able to achieve the contracted upload.
I already installed the motherboard LAN drivers, checked if switching LAN cables did anything to either computer; it didn't.

I have a MSI Krait Gaming z270 with the i7.

There's a router and switch between them. The other 2 computers in the house reach 200/100 as they are supposed to. Mine's only at 200/10 since I got the new mobo and windows
 
It has several dependencies, basically hoping to see if its software or if it could be hardware. (id doubt hardware if its constant). It will stop windows firewall if its on, so may want to be ready for a rs if required. Open and cmd prompt and enter net stop winmgmt
 


It gave me error 5 and said access denied

today it's reaching a very stable 20mbps which is odd.
again, all my other computers reach 100mbps
