I am getting Upload Packet loss on Fortnite and it makes the game unplayable for me.

I get about 30 packets down in game and 80 packets up with 1-5% constant upload packet loss

I had new cables installed, tried different modem, tried direct to modem, ISP is clueless, any ideas?

Using the CM500 and R700

It will always vary somewhat. If the difference is less than say 10-20ms that is nothing. If you are seeing 100ms difference between packets then that could be a issue.

The method is still the same you now ping the router and the ISP to see where the problem is. The ISP will be much more unlikely to fix jitter..ie variation in latency.. than actual loss.

Make sure you test only on ethernet cables wifi can have all kinds of issues like this and will hide any actual network issues.
Try a constant ping to 8.8.8.8. That will show if you are really losing data or it is something more related to the game.

If that loses data try both ping to your router ip and to the ISP router. You can run tracert to 8.8.8.8 and hop2 in the trace in most cases is the ISP first router.

If you can show that you get no loss to the router but you get loss to the ISP you should be able to call the ISP and show them this and ask them to fix it.

I am seeing no timed outs but the ms is jumping all over the place.
