Upload speed faster than download speed - powerline adaptor

My WiFi speeds are great but my two PCs which are connected through a powerline adaptor (https://images-eu.ssl-images-amazon.com/images/I/61f6NMA%2BrPL._SL1500_.jpg) are showing higher upload speeds than download. This has only been an issue for the past few weeks, with the adaptors working well before.

I have re-paired them today but it hasn't fixed the issue. Both adaptors are showing 3 green lights which suggests they are working properly.

Here are 2 different speed tests that I ran which could help diagnose the issue:

I sort of ruled out the firewall issue because it is happening on 2 different machines, one of which is a home media server so just runs in the background. I haven't made any changes to the firewall settings on the media server.

If anyone could help, it would be greatly appreciated!

Think back about electrical things that may have happened around the beginning of the problems.

Any new appliances, any power line problems, no added surge protectors, or strip outlets added?

Thunderstorms, circuit breaker trips...

Are you able to temporarily run a long, known working Ethernet cable from either one of the two PCs to the router? Just to ensure that the problem is truly with the powerline adaptors. Test each PC.

Could well be that one of the electrical outlets may be the source of the problem. If you do not know how to safely check and inspect the outlets get an electrician or other knowledgeable person to do so.
