Upload speed fluctuates EVERY SINGLE NIGHT!

So, for the past couple months, my upload has fluctuated at night on SOME nights. However, in the past couple weeks, it happens EVERY. SINGLE. NIGHT! I can almost set my alarm to it! It always starts between 6:55 - 7:55, and lasts for about an hour. At first, I thought it was just a virus/issue with my computer. BUT, it occurs with EVERY device in the house, via wifi AND wired.

Things I have tried, before you ask:

Connecting straight into modem
Unpluggin/plugging in COAX cable
Reset modem
Test via wifi
Test wired
Test over MULTIPLE devices
Technician came out and fixed issues, but not the one I called for (mainly wiring issues and laziness from past installers)
Contact CS (no help)
As a Twitch streamer, it makes this 10x worse, and that hour is HUGE for me... Idk what to do at this point! I feel as if I have tried it all. ALSO, I use the modem/router provided by Charter.

Speedtests when issue occurs:

I have no idea why your images do not load but in general when things happen at certain times of day it is related to usage.

You could check the resource monitor when you pc is plugged directly into the modem to make sure there is not something your pc is doing but I suspect it is outside your house.

I would also check the event log in your modem. Maybe you get lucky and there is a message.

After that you start to blame your neighbors. Although it is much less a problem than it used to be ISP over sell networks. You share the bandwidth with many other people that live near you. The teenager down the street running his torrents can cause a massive issue for others. Still the cable companies have done a lot to limit the impact.

The method that normally works but can be costly is to pay the cable company to fix this. Offer to pay a hourly fee for someone to come out during that time and fix the problem. In many cases if the problem is actually in the ISP network they will fix it and not bill you rather than admit the real problem.

If you make money from streaming you have to look at this as a business cost.

Yeah, the usage in the area does make sense. Also, with Spectrum being the ONLY provider in my area, it means EVERYONE is using it. Also, the images show 1st test: 1mbps 2nd test: 5mbps 3rd test: 1.2mbps

So it fluctuates so much, streaming is impossible at night now. I wonder if it has gotten worse due to people being home more for summer? idk, it is SO bad now. But it is ONLY at night!
