Upload speed is 0.00 mbps but download is 48.01 mbps, I can't upload anything and can't play games properly

Title says it, Upload speed is 0.00 mbps but download is 48.01 mbps, I can't upload anything and can't play multiplayer games properly, I have TP-LINK WI-FI modem when I try to play games I lag, and when I try to upload pictures it never uploads, this problem keeps happening and solving itself, I don't know what is happening, I contacted my internet provider multiple times and even got it in repairs to change configuration, they reseted it and configured it again, it was solved for first two-three weeks but then problem started occasionally happening again, sometimes its like this for weeks, sometimes for few hours, I recently set up static IP for making a game server by the way, might that cause problems? (I didn't had it before, even before this problem started happening) and Yes, I have LAN cable connected from modem to PC as well.

On your end, about the only thing you can do is try connecting the modem to a different cable outlet in another room. Changes in the length of the cable can have a dramatic effect on signal quality, or if you're lucky the problem is with a connector or cable in the original room and the connection in the new room bypasses the problem entirely.

If the problem is in the lines leading up to your house, get them to send a repair tech out again. Explain that the problem happened before, whatever they did fixed it for a couple weeks, but it's happening again. He should have a handheld gizmo he plugs the cable into, and allows him to measure line and signal quality. That will help him diagnose the problem. Be friendly, and if he detects a problem ask if he can write down what it is so you can show it to a different tech if they have to send someone out there again.

Is your game server on a static IP on your LAN? Or a static IP on the ISP? If it's a static IP on your LAN (i.e. you picked which IP address to give it), then no it can't be the cause of the problem. But if you got the IP address from your ISP, then it's possible it's triggering the problem (not causing, but triggering). Try shutting down the game server and removing the static IP setup from your modem and see if the problem goes away. If it does, you have a more detailed problem report you can give to your ISP to help them figure out what the problem is.
