Upload speed throttled at PC only? All new equipment but the signal stops there

My internet download speeds are slow and, it appears, only to my PC connected via ethernet through the router. All of the equipment has been replaced to troubleshoot the problem. New modem, router, nic card and cables. The OS is Windows 10, btw.

The upload signal coming from the wifi is fine, better than the ISP tier provisions, 25 down and 4 up. ALL devices have good upload speed. The new nic card has the latest update. The Netgear R6250 also has the latest update. ALL download speeds are good, including the PC. I've tinkered with settings per some of the Youtube videos, blogs and articles. Disabled and re-enabled IPv6 Large Offload. Made changes in the router. No change after either. A direct ethernet connection from modem to the workstation proves the same result. No upload speed. I've scanned for viruses with Avast and Malwarebytes. Nothing. I've been evaluating speeds using speedtest.net and testmy.net. Good download, zero upload. Can't even squeeze up a 256k file.

This problem has been going on for a while. ISP connection, or what I believe to be ISP connection, has been spotty for the last month. Their support has acknowledged problems at times. I think the upload speed has been having problems about 10 days. 4 days ago, the ISP brought down the network locally for a couple of hours. After that I *thought* the upload speed came back up. I cancelled a scheduled service appointment only to later find the upload speed non-existent.

All of the big pieces are in order, right? The wifi gives normal upload speeds. Everything is new and the PC ethernet receives download. I have no idea on this one and don't have experience with more extensive diagnostics. I don't think a psychiatrist is necessary but I feel like I'm losing my MIND! Why would only the workstation have throttled upload? Can anyone point the way? Or possibly recommend a good shrink in my area?
