Not sure about your question:
A UPS is "always on". The UPS passes power to the connected devices just as if the UPS was a "power outlet".
However, the difference is that if power goes off, the UPS then uses its' battery to power the attached devices for some period of time. Usually just enough time for the attached devices, usually computers, to be properly turned off and avoid any data loss.
Most UPS's start beeping when on battery while power is off. The end user may then chose to turn off the UPS to save the battery. The battery may come in useful if there is a need to recharge cell phones etc. during long power outages.
