Ups-power surge question

I have power surges in my area recently caused by various conditions and because my house runs through one circuit, my pc went fried last weekend and i was wondering if a ups (uninterruptable power supply) would protect my computer and other electrical devices, like when my refrigderator causes a power surge in my circuit.
