URBZ: Where's the cheat ninja?

I don't play the game myself, and the idea of a cheat
ninja has me a bit confused, but my girlfriend is
wondering where said ninja is in the game. Anyone know?

In the GBA Urbz, I've seen the
Ninja in the tunnel connecting
the jailhouse to the Bayou,
and once in the trees at the
north end of the carnival.
Although that time it didn't
seem to have cheats for sale.
Very puzzling! (And they aren't
really cheats; more like power
ups...)
