URGENT 0xc0000225 Error. Cant reinstall windows or repair!?

Hello,
Pc specs: I7 4790K
Msi z97 g45 mobo
3 tb hdd
Gtx 660
Error 0xc0000225, when booting up. I tried reinstalling using usb but it boots to recovery windows for some reason... I have nothing on my c drive so i can clean install it only of it lets me. Please help asap! When booting it says, error 0xc0000225 your pc needs to be repaired.
Thanks i tried most cmd solutions but nothing happens. I have another old pc that i can access to download anything.

Yeah but i do not want to pay $20... I have been trying for 5 hours with nothing. Im now downloading gparted hoping i can format c drive and reinstall
