[URGENT] Download throttling while Windows is locked

Hey everyone, I just got NBN at my place so now I have the chance to use my ethernet port instead of my WiFi card and I've noticed one significant thing. I like to lock Windows (Win + L) and put my display to sleep so my PC can stay on to download, and after a few minutes after I lock my PC, the download gets throttled significantly (I noticed this through Steam). Generally it would fall below 1 MB/s while locked from 10 MB/s while I was using it. Also, as soon as I enter my password to go and check, the speed goes back up to normal.

I've checked my ethernet adapter settings in Device Manager (unless I missed something), so can someone help me out?

Solution
Use "WIN" + "I" to go into Windows Settings.

Then "Power & Sleep" and/or "Additional power settings".

Likewise from the Windows Settings go into "Network & Internet" for more options.

Search for "power" via the "Find a setting" box. Even more options and power plan related options.

Lots of configuration settings
