Urgent Help!-CPU CAPPED AT 800mhz

So as I am rebuilding my Computer from an event that occured, and for some reason in bios, the cpu is capped at 800 mhz, all clock speeds say its at 4.7ghz but it isnt. Also one of my GPU's is not popping up, as it was when i first booted.

Mobo: MSI GAMING 7
CPU: i7 4790K
Cooler: 360mm Liquid Thermal take Cooler
GPU: 2x GTX 970

Also bios is very slow, im talking like the cursor is lagging around the screen.
 


I disabled speedstep known as EIST in bios, bios still shows 80 x 100mhz. I downloaded this program called Throttle stop and when disabling DD PROTSHOT it shoots back up to 4.7ghz although, in bios its still .80 Ghz and I have to launch the application everytime so clearly I havent found a fix.
 
Have you checked your power options, under system settings in your control panel? Specifically the minimum processor state. Aside from this, you will probably need to provide more info about your specific bios settings, temp readings, and possibly do some physical trouble shooting if you're still having recognition problems with your GPU.
 


Its not a software issue, it has to do with the BIOS. Something in BIOS is making my CPU Default to 800mhz.
 
Without more information then, you're probably not going to find help. Defaulting to 800mhz, while being set at 4.7ghz overclock suggests something you've done in the bios. As rgd1101 alluded to, that is not the default clockspeed for that processor. So something else that has been altered in the bios is causing your problem. Of course, none of this even begins to address a GPU not being recognized, or an unexplained event forcing a rebuild.
 
Information regarding your system specs and what parts have been reused from old on this rebuild, and what is the cause of the rebuild would be helpful. Maybe it's not your bios settings. Maybe your board is faulty.
 


Ok, previously my cooler bursted on all my components. Liquid everywhere etc.

I left everything out to dry for a week. And MSI hooked it up with a brand new motherboard. Everything seemed to work fine as I rebuilt my computer with all the parts and new motherboard. Upon first bootup with default bios settings, the CPU was capped at 800mhz. With no clock what so ever. I went on to put on my usual settings. This is with both GPU's inside my computer with both being detected, until randomly my screen blacks out and now the computer turns on and nothing happens to the screen. I then put the DVI in the Second GPU to find out that now it boots up, and that one GPU that was once detected in the first boot is no longer detected. And the CPU is still at its weird clock speed. My main focus right now is do have my CPU clock at normal speeds. Then I will figure out the GPU Problem, yea sure liquid could have damaged it but because it was working at one point before I feel that It has potential to survive. Is their anything else you would like to know?
