Solution
You are meant to download media creation tool onto a PC and then run it, the program will offer to create installation media for another PC. Choose that and then you can create installer on a USB drive or create an ISO file that can be burned onto a DVD. IT needs about 8gb of free space to create the USB or DVD

Instructions as to how are on the page I linked to download it
Is this a custom PC or Brand Name? If custom, what motherboard? If brand name, what make/model?

Is this windows 10? On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB - its a handy boot disk

I assume keyboards are wired? Do they work in the BIOS?

Do you have an MSI motherboard as they have a setting called Ultra fast boot that might have turned the USB devices off until you get into the operating system.. just a thought.

One option is a clean install since you just reset anyway and there is nothing on PC, and the install disk has its own drivers, so say reset went mad and removed too many drivers, the installer shouldn't have that problem.

It is a HP compaq Small form factor pc with an i5 2400 and gt 1030. The mobo is a sandy bridge lga 1155, i dont know exact details of it. The keyboard and mice are wired, and also if i do install the media tool would i be able to get access to the cursor and keyboard? Also doesnt the media tool ask for a activation code?

1, You should have access to keyboard/mouse using installer. we can hope it doesn't just repeat the same trick and leave you without a mouse/keyboard at the language select screen. Resets can go too far and remove things you need. Its faster to just clean install it most cases.

2. No, you don't need the code, when you are installing windows 10, amd reach the screen asking for a licence, you choose "I don't have a key" and win 10 will continue to install and then once its finished, windows will check activation servers that have the details of PC + olf licence key + possibly an email address recorded on them, to confirm your PC is legible for activation. If its activated now, it will be activated then as well.

change boot order in BIOS so USB is first, hdd second
boot from installer
follow this guide: http://www.tenforums.com/tutorials/1950-windows-10-clean-install.html

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished

Right now i am in the process of downloading the media file to my usb however how do i get rid of the actual windows 10 already installed on there? Will it interfere or how do i delete it before putting the usb and using the media tool.

Need to wipe it I think or it might confuse the installer. Hopefully we don't get a weird message about PC being in middle of something and wanting you to remove USB and restart PC as that won't help

change boot order so the PC boots off USB 1st, ssd/hdd second
boot from installer
on screen after languages, choose repair this PC, not install. (if we get past here, we know kb/mouse work)
choose troubleshoot
choose advanced
choose command prompt

type diskpart and press enter
type list disk and press enter
this shows all drives available, DVD/USB and hdd, make note of hdd number
type Select disk X - where X is the number of the hdd you want to wipe, change X to that number and press enter
once the drive you want to install on is chosen, type Clean

exit out of command prompt, restart PC and run installer.

Unfortunately, on both of my other pc's the windows media installation tool will not download onto the usb. The usb is fine. The first pc just downloads the windows onto the harddrive even though i have selected it to download onto the usb it gives me no option to select one. The second pc keeps giving error codes at the end saying it could not be downloaded for some apparent reason. Now i'm stuck and i need to get back on this pc asap. Is there any other ways to fixing this horrific problem or am i just stuck now.

I had a different idea and it worked halfway. I was able to get the hard drive out the pc and put it on my other pc and it recognised the keyboard and mouse and i was able to complete the windows setup. However once i put it back into my normal pc it is now stuck on the login screen and still wont detect the mouse and keyboard. I think its a internal error as i have also been in the bios and it says that all the usb ports are enabled. They worked perfectly fine before the hard reset so i dont know why it does not work on this PC. Do you think you might know the problem or am i doomed for life 😛

Is it this model? https://www.cnet.com/products/hp-compaq-8200-elite-core-i5-2400-3-1-ghz-monitor-none-series/specs/

Does mouse work in bios at all? if it works there but just not in windows, its very strange.

Could try booting into a UBuntu Live USB and see if linux has any problems with hardware. That will tell you if its windows problem or hardware

from what i can tell, there is only 1 bios so I assume you have that already. NO win 10 drivers but I guessed that. That shouldn't matter at all while installing windows as it should have default drivers for usb 2. Your motherboard isn't that old that win 10 should ignore it

Or its the version of win 10 you are using to install

By far, the most common problem involves broken USB ports: Install this month’s cumulative update for Win10 Fall Creators Udpate, and your USB-connected devices stop working. There’s a lengthy discussion on AskWoody. One anonymous poster says:

Been dealing with this on several machines today. I uninstalled the update, reboot (Which resolves the issue) then I re-apply the update, reboot and the USB devices work normally. It seems to effect random PCs. I see it more with USB devices that require 3rd party drivers.
Rhherren goes on to say:

Same issue here for us. Our team is having reports of USB devices not working after the login screen. The devices work fine in BIOS. Still no fix yet here for us.
And many more.

On the MSI (gaming notebook) forum, trongod says:
I thought I would pass this information along. Tonight I had to reboot my laptop. After rebooting I lost my usb mouse and any device plugged into the USB ports. I went into my device manager and saw 3 devices that said drivers could not be found:
MSI EPF USB
USB Receiver
USB Receiver
I knew the night before a Windows 10 update was installed so I looked up the last update which was KB4074588. According to this site LAPTOPNINJA, it says the following:

Addresses issue where the certutil.exe -MergePfx feature couldn’t produce a merged EPF file for multiple V1 certificates.
Addresses issue where booting with Unified Write Filter (UWF) turned on may lead to stop error 0xE1 in embedded devices, particularly when using a USB HUB.
Since both of those particular updates had both EPF and USB involved, I uninstalled the update. After that everything was working again. Looks like Microsoft is breaking stuff again and I don’t see any updated chipset drivers on the MSI site since the original. I may have to see if I can find something more up to date, try those and then attempt the update again.

Now if I knew a safe place to get a copy of the ISO for 1709 I would supply it here. It looks like the problem is windows Installer.

run ubuntui off a live USB and see if it can use USB. I bet it can, as weould be a sad coincidence to have USB die just as you reset.

I don't know linux very well but this should help figure out if its the hardware on not - https://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/

There were likely drivers on the installer for the hardware on the PC you installed on, hence kb/mouse work there.

The problem could be a lack of drivers for your hardware on the installer itself or it could be an error in the current installed version of windows 10. I am not 100% sure which is right.

I will see if I can get an old ISO for you and try installing it and see if it makes any difference.

Yes, thanks this problem has been bugging me for almost a week and I just dont know what to do. I don't even know why this should have happened in the first place. I just can't do anything right now.

Try the standard version of 1709 from here - http://windowsiso.net/windows-10-iso/windows-10-creators-update-1709-download-build-16299-15/

site has a copy of every build since July 2015 so I would think one of them will work.

Since not real windows site, I would scan the files before running them.

I also found a post made by someone here's the link: http://www.tomshardware.co.uk/answers/id-1751461/mouse-keyboard-work-bios-wont-work-windows.html.

A guy called little joey gave a possible solution but it didn't quite work however something happens to the keyboard when the my PC is booting up.

The caps key works as in you can spam it and see the light go on and off on the keyboard but once windows starts loading the caps button won't let you switch it on or off. This could link to something he said, i'm not quite sure but you can check it out at the link above. I'm guessing maybe it's an issue from the motherboard causing it to maybe not "give enough power" to the keyboard and mouse. Usually i'm able to switch caps on or off during the login screen but it doesn't work here.

Got any ideas? I don't actually think it's a software issue rather an issue with the motherboard that happened after the hard reset.

He states this btw,
SOLUTION YOU WOULDN'T EVEN CONSIDERED IN A MILLION YEARS, BUT IT WORKS PERFECTLY!

This same problem got me crazy while i was installing Window 7 at a new 4TB HDD. If I had a gun on hand, I probably would have shot someone just to feel a little bit better. I was so frustrated I have tried everything and anything that you could possibly imagine, plunging & unplugging million times, setting BIOS USB legacy "ON" / "OFF" million times, restarting the computer two million times, updating BIOS, using PS2 mouse / keyboard, using brand new mouse and keyboard, re-installing Window. THEY ALL FAIL!

I read every forum that I could possibility find on the internet, same suggestions over and over again, some even go extra length to remotely control their PC and change or delete some software setting or coding, so complex that I don't even know what they are doing, I doubt if they do either. And somehow after hours of reading those forum, NO ONE - I MEAN NO ONE ON THIS PLANET EARTH could possibly answer this seemingly simple enough question directly, just for the malfunction of a little mouse and a keyboard. (which may be the simplest component on a desktop except for the little CPU fan or LED light i guess:) Not even those computer geeks or IT engineering, everybody just "Guess", guessing what the problem was and making suggestions.

This so often asked question found on the internet and no one have ever solved it and gave a directly answer ?
I don't even need an explanation, just a solution to this stupid problem, still but i can't find one!

Frustrated enough, I stared at the light of the mother board which was still on while I had already given up and switched off the computer. Something suddenly hit my mind, an idea, a strange idea that probably not even making any sense to anybody, but it came up. " What if I turn off the POWER of the power adapter as well, wait until the light of the mother board goes out and restart to see what happen? But lets be honest, it doesn't matter right? What difference does that make between keeping the adapter power on or off with the malfunction USB port or mouse or keyboard ? On top of that, it wasn't even a hardware problem anyway, those mouse and keyboard just work perfectly fine with other laptops or desktop except this stupid one ! As the title already said "Mouse and Keyboard work in Bios, wont work in Windows" The malfunction must has everything to do with bugs of window or software or BIOS or anything beside this ! "

Well, it doesn't cost me anything to try, fxxk it, lets do it ! At that time, the installation process of Window 7 was almost completed except the last step - entering the key. But you know, after (but not before) the stupid BIOS screen, when it hit the Window screen, everything stopped working, every time, every single time BUT NOT THIS TIME. Holy cow ! What the heck is going on ? After all those logical and reasonable trials suggested by everyone, it all came down to THIS ONE ? Are you kidding me ? Trust me, both the mouse and keyboard did not work during million times of trial and it worked right away after this one. I was like discovering the ultimate formula to cue Cancel you know. It is just amazing!

Frankly speaking, I just have basic PC knowledge and I don't know why this works or how this works, BUT IT WORKS! My "guess" is: the power adapter and the mother board seems to have some sort of voltage or current problem which makes the USB ports not working with any USB devices. Power supply is fine, but those device just do not work properly, maybe the current is too large or something which interfere with the programs or common softwares which pre-installed at Window for basic components like mouse or keyboard to work. Another guess is: the mother board seems to have some kind of memory of something, once those mouse and keyboard malfunction for the first time, it doesn't matter how many time you plug or unplug them, the problem just stay put. I noticed that the light of the keyboard is still on after the Window screen, and one time, i continuously pressing the "Cabs" button again and again during those switching screen to see when it failed. After the Window screen started, the Cabs LED light just been switched on in time and doesn't go off. After I unplug the keyboard and plug in again, the Cabs LED light still on as if I haven't unplug it, time and time again. Logically it should have turned off after I unplugged and plugged in again, maybe just the "Num" LED light on but not the "Cabs" LED light, is as if there is a memory of the same error somewhere saved within the desktop.

There you go, THIS IS IT ! THIS IS THE ANSWER ! If you do enjoy this story, I know you are pretty messed up and frustrated by this problem too. That's why I am here right now, just to release the pain and also help any one who is tortured by this stupid problem and looking for AN ANWER.

If some IT or computer genius could tell me what is really happening underneath, I would be very much appreciated!

Sincerely,
Little Joey from Hong Kong

He is right about the guessing. I have seen people with this before but I don't know what the common factor is. We had a rash of people where kb/mouse just stops working on log on screen, but their problems could tie into the windows problem introduced , since it was only recent. I realise his post is about win 7 and this has happened before the latest version update.

Linux will tell you if its hardware or not. If USB doesn't work in 2 different OS you can be sure its hardware.

powering down PC and removing the plug for about 30 minutes is a known fix for some problems. As random as it is. It resets settings I guess. Its often associated with replacing the CMOS battery. I don't know if that would help this at all, as BIOS sees the keyboard (caps lock works there)

Yesterday I decided to reset my computer. However, after resetting it, my mouse and keyboard do not work. The odd part is that my keyboard will still light up when I press keys, but nothing will change, and my mouse won't pick up at all. I have plugged both things into another computer and it works fine, so it has something to do with the reset. I cannot get past the screen of Cortana welcoming me to my computer, and if I wait long enough it will just take me to a country selection screen, so I have no use of the actual comoputer to fix the problem.

I've done my own research on this for the past day, and it seems like the fix for everyone is plugging in a ps/2 to usb adapter into my mouse. THe problem is my computer doesn't seem to have ps/2 ports. It's not on the back of the computer and apparently it could also be on the motherboard but I opened the case up and did not see a ps/2 port.

Any help would be greatly appreciated

sounds familair. Got a PS2 port?

Either the connectors have failed or you have a USB controller problem on the motherboard.
