Question URGENT!! New Build stuck on DRAM light, won't get past it after swapping & flashing

I just built a PC using some parts from my old pc i was using (EVGA 1080 GTX) and new parts I ordered , Gigabyte B650 EAGLE AX , Silicone power 32 (16x2) DDR5 6000, Ryzen 7800x3D. I checked and all of these parts are compatible, and have seen some with the same issue and others saying they can resolve it, but not me. I've tried leaving the sticks one at a time in all different slots, interchanging them, still no results. My monitor will turn on with the GPU, but get no signal. Cooler and fans turn on too. I've tried letting the ram train but after the 5 or so minute mark , the PC shuts off . I need this computer for work so any help is appreciated!!!!
another thing is I've tried flashing the BIOS, to both latest and first version. Qflash light wil flash quickly , then slower, then at a pattern, then turn off, but my PSU won't turn off with it.

Might want to check your board for any bent pins in the CPU socket. Did you do a CMOS reset at any point?

No bent pins , and haven't done the CMOS reset
