Question *URGENT* PC Won’t Boot

Hi all.

Building a new PC which wouldn’t boot. I’ve isolated the problem and it’s the Graphics Card. Without that in, the PC boots fine. When I put it in, it doesn’t boot at all.

however, I’ve tried the graphics card in my personal system with an 850w power supply and it works no problem.

The PSU in the new system is 650W. PC Part Picker adds my parts’ wattage up to 350W max. Surely this shouldn’t be an issue.

could the PSU be my issue? List of parts below.

Ryzen 5 3600
MSI B450M MORTAR MAX
Corsair Vengeance DDR4-3200 16GB
XFX RX 580 XXX GTS
SEASONIC Focus GX-650

Could be either one of GPU, PSU or motherboard.

Does the system boot with another GPU ?

What's the excact nature of "Won’t Boot" ? Does fan start to spin? Hear any sounds? Any messages on screen?
All sorted, sorry. Me being dumb. Had the GPU power cable the wrong way round.
