urlmon.dll is missing?

It seems as if I've had nothing but issues with Windows 10 and I'm forcing myself to deal with it. I've done 3 fresh installs in the last 2 months. The problem now is that I am getting an error saying "C:\Windows\SYSTEM32\urlmon.dll is either not designated to run on Windows or it contains an error". So I decided to run several virus scans and no avail. I've tried the redownloading command for the dll in cmd, ran a file scan, and attempted to run a virus scan in safe mode and nothing. System restore even gives me an error when I attempt to use it as the last resort. Several programs are giving me this error so I know it's just not any program. On top of all of it I cannot replace or put a new urlmon.dll fine in SYSTEM32 because I "don't have access". Any help would be appreciated.

DISM did not work even pointing to a drive with the ISO on it. It still said it cannot find the files needed. Looks like I might be having to do another fresh install once again.
