Question USB 2.0 headers on board receive power but not recognizing devices

I am having a strange issue with a board I recently acquired. I have just put the following together:
Gigabyte Z390 Aorus Master
i7-8700k
RX6700xt
32gb gskill trident @3600
Corsair RM1000x PSU.
Board powers on, loaded OS no problem, all ports on back work including all usb 2.0, 3.0 & 3.1 slots, but the USB 2.0 headers aren’t working properly.
I am using a Corsair H100i pro for the cooler and it has a micro usb cable that attaches to a usb header on the board. The board only has 2 USB 2.0 headers and I’ve already tried alternating between them. The system wouldn’t recognize the pump in the icue software or on device manager so I started doing basic trouble shooting, uninstalling usb devices, making sure drivers are updated, uninstalling and reinstalling the icue software, nothing was working. So I tried plugging the pump into a usb on the back of the board rather than the header and it was recognized right away. I’ve checked all the bios settings to ensure USB’s are enabled. I turned on or off every setting I could find related to USB’s and couldn’t get the headers to work. I’m starting to feel like the board is faulty at this point.
I located a usb 2.0 device from an old pc I had that plugs into the board headers and plugged a voltage tester into it. The headers are receiving 5v, so they’re not dead. Any ideas why the ports aren’t recognizing any devices plugged into them?
 
I can’t seem to delete this post but disregard. After glaring at a component diagram from a pdf of the manual for the board, I’m assuming a “USB 2.0 hub” is a controller, and the one by my headers has a small bulge in it. Surely this is the issue.
