USB 2.0 PCI Card with internal USB Headers?

So the problem I have is that my motherboard is a dell mobo and it uses a propriatary front panel header so i can just plug in the normal usb front panel cables with my custom case... here is a picture of the dell front panel header: http://i.imgur.com/v6j2jKx.png
as you can see you cant plug in a normal front panel usb cable to that.

see how this has a normal usb front panel header. that is what i need but this card is out of stock and i cant find it anywhere else so if someone could help me find a pci card that has an internal usb 2.0 or both 2.0 and 3.0 but not just 3.0 it needs to be at least 2.0 because i cant find one.

which Dell PC (or motherboard) do you have?

most usb 2 cards are for pci slots
while most usb 3 cards are pci-e

which country are you in?

I am sure you will find some on Amazon or Ebay

I am in America and I have a Dell Percision T1600 Motherboard: https://goo.gl/QunMww
That is the Ebay Post I bought and it has a PCI slot and 3 PCI-E slots 2 16x slots and 1 1x slot. I can't use the 1x slot as I will have a big Graphics card in the slot above it and it will cover the 1x slot also the other 16x slot will be taken up by another Graphics card in the future so I can't use that.
So just a normal PCI card is what im looking for not a PCI-E.
