Usb 2.0 to usb 3.0

I build a pc a few days ago and i was wonder if i were to use a USB 2.0 9Pin 9P Housing male TO Motherboard USB 3.0 20pin Female cable adaptor would it still run as 3.0?

And another thing. the front panel has a usb 2.0 connector but i cannot find the spot of the motherboard and just wondering if there is an adapter for it or if i'm just missing it :??:

3.0 is backwards compatible with 2.0, but a 2.0 device will NOT upgrade to 3.0 speeds. The 3.0 ports will speed down to 2.0 speeds instead.

So instead of a 2.0 operating at 4.8GBps, the 3.0 port will operate at 480MBps.
 
the 9 pins of usb 2 cannot support usb 3 because of it having less pins - some of those its missing are for the increased data transfer.
