usb 2 and usb3 question

my MOBO has 4 USB3 and 4 USB2,, but my case has 2 front panel usb2,,
can i connect the two front panel usb2 to the MOBO usb3?

GIGABYTE GA-H81M-HD2 LGA 1150 Intel H81 HDMI SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard
it has two I/O usb 3 built in the MOBO, my case has two usb3 in the from panel,, what does that means?
i would rather have the USB 3 to be on the front panel

The I/O panel is on the back of the board. To use the front panel USB 3.0, you need a motherboard with a USB 3.0 header. That board does not have a USB 3.0 header. You want something like this:
