USB 3.0 add on card question

I have the requirement to purchase a 2-port USB 3.0 card for a Dell Poweredge R710 server. Looking at USB 3.0 PCI-x x1 cards, they all have the requirement of a Molex or SATA power connector to bring 5 watts of power to each USB port for things like charging a phone. However, the server does not have any internal power cables, all of the power is integrated into the motherboard itself. Therefore, I do not have an internal Molex or SATA power cable to plug into the card. The card will be used for 2 USB 3.0 drives that have separate external power bricks. Is the use of the power connector on the internal USB 3.0 card mandatory to make the card work? In other words, if I put the USB 3.0 card in the server and do not plug in the internal power, will Server 2008R2 recognize the hard drives or not?
 
This one doesn't require any extra power, so either it's more efficient, or slower, or you don't really need the extra power for stuff besides charging:
