USB 3.0 and USB 2.0 ports don't work on case

Anything that is plugged into the case ports are not detected by Windows or receive any power (i.e no light flashes on my usb stick). I would be fine with the 2.0s not working, but the 3.0s is what's bothering me. Shouldn't they work if the header to the motherboard is basically a plug-n-play? I installed all drivers from MSI and still nothing. I should mention its a front panel usb 3.0 and I'm connecting it to the mobo.

Is there anything that I may be missing? Might there be an option in BIOS to enable usb peripherals? Maybe my psu isn't strong enough to give power?

1| You forgot to state the make and model of your PSU, case and the OS you're running at the moment.
2| Have you made sure your BIOS is up to date?
3| Do the rear USB ports located at the rear I/O function? If so then the issue is with the cases front panel connectors. Judging from the 300W unit you've stated it seems like a cheap Chinese case that came with a psu bundled.
4| if the system was built at the shop where you purchased it from, I'd advise that you take it to them to inspect if they forgot to plug in the front panel connectors to the motherboard or at least take note if they damaged something on it to which you will receive warranty for it. I state this since there are people who will dishonor your warranty on grounds that...
