USB 3.0 gigabit adapter speed stuck under 100mbps

Hi,
I have a hiro usb 3.0 gigabit adapter plugged into usb 2.0 and a rcn speed package of 300mbps download and 20mbps upload. Tested download speed on rcn website, and ookla website is around 100mbps on rcn and 70mbps on ookla. I checked the settings on windows 7 and it show 1gbps connection with full duplex and not auto negotiation. Arris DG2470 modem/router also shows 1000 full. Tried options- wifi off, 3 different cat5e cables, plugged it into 2 laptops one displays 300 plus speed the other 200 plus. Turned off ipv6 which is not supported by rcn. Also wifi speed 100 plus and the Ethernet green light is on modem/router and on adapter orange light is idle with green light blinking. Technician from rcn came and couldn't understand and said it you should downgrade. I used to have timewarner 200mbps package and the router arris 1670 and the speed was 200 plus on same adapter. My motherboard is abit ip 35 pro with both Ethernet in deep sleep mode and never wakes up. Please help thank you very much.
 
You say that in Windows7 it says 1000 full duplex with no auto negotiate. Unless you can set the other device as no auto negotiate, it will not run at 1000Mbit. Try changing your PC to Auto-Negotiate speed and duplex and see how it does.
