USB 3.0 not recognized on startup from front panel

My computer is using the MSI Z97-G45 motherboard and the corsair carbide spec 01 case running windows 8.1. If I put the USB in either usb of the front panel before start up and then turn on the computer, the usb is not recognized. In order for it to be recognized, the usb has to be taken out and repluged back in when the computer is booted. This is not the case if the stick is put in one of the USBs in the back of the computer.
Obviously this is an inconvenience but nothing too terrible. Does anyone know if this is a motherboard or a case issue? I am guessing case since when plugged in the back it is immediately seen in my computer on startup. Anyone know how to fix this? Thank you!
 
Does anyone know why the front panel would not automatically show the front panel plugged in USB in my computer on startup like it does if it is plugged into the back panel (directly into the mobo)?
