Question Usb 3.0 port acting odd

Forgive me if this isnt posted in the right area, I'm new.
I have a deep cool tesseract case that has one usb 3.0 port and one older usb port on the front. The standard usb port works perfect but when i plug my usb 3.0 wifi adapter into the 3.0 port, my pc does the continuous recognition and dismount noises. It doesnt seem to want to work fully with anything I plug into it but the rest of the front panel works fine.
I've checked what i believe to be all of my connections and everything seems plugged in correctly.
I've even double checked the motherboard user manual to see if I've missed something.

If needed the motherboard is a asrock b250m-hdv.

Does the issue surface when connect off the rear USB ports on the motherboard? You might want to also see what BIOS version you're on for your motherboard. OS version(not edition), if you're on Windows 10? If the port in question is non functional with any device on that front panel port then you can ask the seller for a replacement since the front panel ports should be functional with all USB devices, provided your drivers aren't out of place.

All other ports on the i/o seem to work great it's just that one. And this system in a few years old now, I doubt I'd be able to get a replacement.
