USB 3.0 Port issues

My USB 3.0 ports are not recognised in Windows 7 HP. They can charge my phone and stuff like that but I can't use 3.0 External HDDs with them
All USB 2.0 Ports Work

My specs:

Board: Gigabyte Technology Co., Ltd. 970A-DS3P
3.50 gigahertz AMD FX-8320 Eight-Core
NVIDIA GeForce GTX 660
CiT 750W Power Supply

The first thing that comes to mind is to make sure the driver is installed and up to date. If the USB3.0 controller is integrated into the motherboard, you'll find them on the motherboard manufacturer's website. If not, look in device manager for the model of the USB3.0 controller.

Failing that, your computer/motherboard should have come with a disc with drivers on it.

I installed the drivers from the gigabyte website and they still aren't working
