[SOLVED] USB 3.0 ports has power doesn't recognize device

Specifically just my 3.0 ports are having the problem. They give my external hard drives power but don't recognize the device. In my device manager I have 2 USB controllers highlighted with exclamation points.
I tried updating my drivers but still no luck. Tried uninstalling and reinstalling no luck. Disabling and enabling did nothing to help either.

My Mobo: Gigabyte A75M- UD2H
WIndows 7 x64
