Question usb 3.0 powered hub?

should I powered my usb hub before I turn my pc on like plugging the usb wall power adapter or after the pc is on? I'm sorry for my english, I'm afraid that I will damage my pc my build was pentium g4560, mobo asus h100m-d, psu seasonic s12ii 520w, gpu palit gtx 1050ti dual oc, ram 2x4gb hyperx furry 2400mhz dual channel, the usb hub is UGREEN USB HUB 3.0 External 4 Port USB Splitter with Micro USB Power Port

I heard that ugreen is a good brand, but what I really asking is, should I powered the hub before I turn my pc on or after, because I already plug some power hog device like external hdd, external dvd drive, game controller, usb tv tuner I hate unplugging and plugging because I know it will wear out the usb terminals,

It should not really matter tho.
Does not it have a switch onto it? Since they will stay powered on the devices that you use, since its powered.

never mind I will include the power supply of the usb hub to my avr including my pc and monitor.
