is there a way to split a usb 3.0 cable with adapter and connect 2 x usb 2.0 cable?

so there is no possible way for me to plug a usb 3 device into a splitt or hub that will let me use 2 usb2.0 cable and still have the same speed and bandwidth

You cannot exceed the speed of USB 3, USB has some issues with the emulated controller, I don't know if 2 x usb in 1 x USB 3 will achieve maximum USB 2 speed on both USB 2 ports.
