USB 3 front port

AS Rock Fatality Z97 Killer Motherboard.
Windows 8.1

Have two front panel USB ports; one is USB 2, the other USB 3. If I plug a flash drive into each of them they both work. If I plug a portable HDD (Samsung P3 Portable 1TB) into the USB 2 it works. When I plug it into the USB 3 port it lights up but doesn't register with the system. If I plug it into the rear USB 3 ports it works just fine. Any thoughts?

I had the same problem with a flash drive you may need to reassign the drive letter.
