Question USB Billboard device on USB 3.1?

I recently purchased a 7 port powered USB hub and it connects via a USB 3.1 cable. Windows detects it as a "USB Billboard Device" and I have the option to safely remove it (But not the 4 port one of the same brand). I've come across a few odd issues such as it makes my monitor blink and then says "Display connection might be limited" and sometimes "There is not enough USB Resources" even though I'm not really using more than a handful of devices spread out among the ports in my motherboard. From my research, it seems Billboard devices are for Type C devices. Is it using that driver so it could properly handle the bandwidth of 7 USB devices? I tried to set it to a traditional USB hub in device manager but it never stuck. Is there any options or other places I should look to remedy this? I don't want to have to buy another hub.
 
So I couldn't change it from "USB Billboard Device" to anything else but I went to update driver, unchecked "Show compatible hardware" and selected "WinUsb device anyway and that changed the manufacturer of it and so far I haven't had any repeat issues so in case someone is in my situation, that's as far as I got.
