USB-C charger and Thunderbolt cable and laptop

I have a Dell XPS 13 9350 with a single USB-C Thunderbolt 3 connector. Could I try to charge it using a USB-C charger and a Thunderbolt cable, such as the following, without risks?

(My cable is the 0.8m version)

I've always wondered if Thunderbolt hardware negotiates power delivery in a different possibly incompatible way than USB-C hardware, but I could not find much info on that.

EDIT: The charger does charge the laptop, charging speed acceptable but not great

You would need to check with Dell support, there are sometimes issues with using 3rd party chargers on them, especially generic things. In theory if the adapter wattages matches the laptop one it will be fine.
