Question USB C "Data transfer up to 5GB/s", but it also supports DP 1.2, is this possible at full bandwidth?

DP 1.2 is 21GB/s but the same sentence says it has "up to 5GB/s", does this mean that DP 1.2 is limited to 5GB/s or are they separately measured?

DP1.2 is limited to 5Gbit/s, one monitor connected to it should work with a resolution of up to 4k @30Hz
