Question USB C port works but doesn't charge (even with high wattage chargers)!

I have the Dell Precision 5510 workstation it has a thunderbolt 3 port, this port recognizes devices but doesn't charge! Tried the 90W, tried the higher 120W, it recognizes that something in it but doesn't charge at all. What could be wrong?

Notes:
BIOS is the 1st version since bought, it's on Windows 11 which ISN'T "compatible" with it. might these be involved?

Contacted dell, told me it should work, or the support doesn't know what they're talking about? seen some posts on reddit that says it charges also.
Dell told me to roll back to windows 10 (since 11 isn't supported yet on because "old" CPU), update BIOS and uninstall then reinstall USB C driver. IDK how that gonna solve it if it's not supported but reading about thunderbolt3 on their website, any connection is supported no matter what device was on the other end of the usb c cable!

I have the 1st row mark/icon only, no "plug" icon that means I'm out of luck right?
