Question USB controller messed up maybe ?

So, in february of this year i built my pc. a few months later i bought a usb pcie card
I plugged it in, and immediately noticed some issues, like my keyboard or mouse randomly disconnecting. I have a razer basilisk ultimate that came with a dock, a few months after i bought the usb card and took it out, whenever i had the usb dock plugged in, all my usb devices would disconnect, as i could hear the sound that happens when you disconnect/connect a usb device, and then reconnect a few seconds later. The fans would also turn off (just the rgb, which is connected to an internal usb header). however, if i unplugged the dock, everything would be okay. this made me think the dock had an issue, and as i rarely used it it felt like an okay thing to just stop using it.

However, a few days ago i unplugged everything from my pc to fix a gpu sagging that i noticed, i just put some lego blocks under the corner of it to hold it up, and when i connected all cables back again the issues kept persisting. however, i now noticed something i havent noticed back when this issue first came about. now, in my pc i only have 2 drives, however, now in task manager i see two extra "removable" drives, and i see one in device manager too, this wasnt the case before, and i only noticed it now.

I have tried updating my usb drivers, and removing these two drives via device manager, and i also unplugged my stream deck, however, the issue still happens, not as regularly as when i had the stream deck plugged in, but it definetly happens. theres no constant either, sometimes it happens when playing a game, sometimes when just on a browser. like yesterday i was playing cs and sot and it was perfectly fine, and then launched ft and it immediately started happening, then today i fired up my pc watched a yotube video for about 30 mins, then jumped on a discord call and once again it kept happening. i dont know what to do, please help

Was it a PCI-E USB 3.0 card?
USB 3.2, yeah.

also, someone else told me to try reinstalling windows, and i have done that, wiping my ssd free of anything and reinstalling windows, and once again im getting the same issues. and also, the 2 removable drives that popped up out of no where are back too. at this point im thinking my usb controller is messed up on the motherboard
