USB controller PCI card

My usb controller on my motherboard died. I was wondering if getting a USB PCI card would make the machine functional again.
 
Yes, and you can even look for one with a motherboard header so you can get any case front USB ports working too. Get one that matches the plug for them.

However, such add-on ports are not bootable, so it depends on your definition of "functional." If you are willing to install and repair the OS from an optical drive, then such a card should work fine.

After careful examination of the machine. I discovered the usb port on the front had a bent piece touching the connectors of the usb port. I bent those peices away from there and now I can manage to boot into the OS.The only issue I have now is the machine won't fully post occasionally.
