USB Debugging for Samsung Galaxy Tab A 10.1

I am attempting to enable USB debugging for my new Galaxy Tab A 10.1" tablet, as the system for this tablet does not allow apps to be installed to or moved to the SD card (I use several apps that may take up a lot of storage space, and the tablet is only has 16g on-board). I am using a program, WonderShare MobileGo, to forcibly install the apps onto the SD card, but in order to get the program to actually do what I want it to, USB debugging needs to be enabled.

After searching through the settings and being unable to even find the Developer Options in the Settings menu, I followed the "7-tap" rule on the Android version box in the "About Tablet" menu. All I got out of that was a screen that has a ribbon that I can tap, but nothing happens. If I tap it in some places, I see a small cat icon that briefly appears on the bottom. However, at times, I also see a red circle with a slash through it. Not sure what any of this is suppose to mean.

I am at a loss as to how to enable USB debugging, if it is even at all possible. I hope it is, otherwise I may have to factory reset and get a refund.
