USB device over current status detected (brand new PC build)

Hi Guys ... putting together a new build with the following components:

Ryzen 5 2600
MSI X470GPLUS Performance Gaming
MSI VGA Graphic Cards RX 580 (also tried 2 other video cards)
CORSAIR Vengeance LPX 16GB DDR4 2666MHz
Tried 2 different power supplies (1 600W and 1 700W; both 80+ gold)
Tried 2 diffferent cases

I've done everything I can find / read online including a) removing all USB and front panel component connections from the MB b) making sure not to have too many standoffs on the MB c) trying different cases / power supplies. I'm wondering if at this point I received a bad motherboard? I've also read posts about messing around with the jumpers on the MB itself but the MB I have is straight from the manufacturer, shouldn't everything be fine as is?

In any event, I can't even POST without getting the USB over current message. Nothing I have done to date has stopped it. My only thought at this point is a bad mother board or I've got a compatibility issue with parts. Please help! Thank you in advance!!!

New PSU (went with the G3) same problem. Manufacture believes it's potentially bad board but hasn't seen this issue before; i'm not convinced it's the board but they are sending me a new one. What else could it be?
