Question USB device over current status error

Ok, so this problem has me stumped. I have just purchased an ASUS TUF B450-GAMING PLUS motherboard and the error USB device over current status appears on startup. It asks me to enter BIOS to reset settings but when I press the BIOS key nothing happens. I have no USB devices connected, and nothing is connected to the jumpers. I have tried clearing the CMOS but the error still happens. Does this mean the motherboard is faulty?

I am using a PS2 keyboard, which I know works because it works on another machine. Also tried a USB keyboard in USB 2 ports. It lights up but does not respond to BIOS key. I can't download HWMonitor because I can't even boot into windows, it flashes the bios screen, that error message appears and then the computer shuts down after 15 seconds. I have a Corsair RM1000x power supply.
