USB device Over current

When I boot up my brand new PC, it says USB device over current status detected, shutdown in 15 seconds. When I remove my cpu connectors, which are 2x4 pins, the PC works, but nothing comes up on the screen. Help please??!!

disconnect all USB from motherboard header connect only keyboard to back of pc, leave mouse and any other usb device off, the cpu fan should be connected to CPU_Fan and CPU_OPT
boot up what does it do ?

Ok I disconnected everything except the 24 pin and the CPU fan, I turned it on by touching the power switch header with a screw driver, it doesn’t turn off, there is no input on the screen as the HDMI isn’t connected, it runs good now.
