Question USB Device Overcurrent ?

Just built a friend's PC but cannot get it to boot. It shows an error -
"USB device overcurrent, powering off in 15 seconds"

We did not have any USB devices plugged in. We took motherboard out of case and tried it with nothing connected but cpu and ram.

I'm guessing this means there's something wrong with a USB port on the motherboard and we need to send it back for a replacement?

At the very least you will need a mouse and keyboard hooked to the motherboard as you try and breadboard the motherboard, ram and CPU combo.

Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model.
Include your USB driven peripherals as well.

Also, we haven't even installed Windows yet because we can't get it to boot. And we did not have any USB devices connected.
