Question USB Devices are not recognized until I reboot

My DELL laptop has started not recognizing USB drive until I reboot. After a fresh reboot, I can plug in an external HD and it will show. I can do things with it. But once I unplug it (safely), and then plug it back in, it will not show up until I reboot again. This is getting super frustrated. Can you please help!

These are the specs of my system:
DELL Inspiron 15 5000 Series (5567)
Windows 10 64-bit

These are the things I have already tried:
  • Tested with different hard drives (same issue on all)
  • Tested with different USB ports (same issue on all)
  • Performed a clean boot
  • Uninstalled and reinstalled USB drivers
  • Ran hardware and devices troubleshooter (nothing)
  • Did Windows Repair Update

HELP! This is getting so frustrating!

Thank you for the suggestion! So, using msinfo, I saw that the BIOS version for my computer was dated 6/11/21. I went to the Dell support page for my machine and downloaded the bios update file which was dated 7/29/21. I downloaded it and installed it and the computer rebooted. Then I used msinfo again to check the date and it still says 6/11/21. So, did it not update?

Also, the issue did not resolve. :(
