Question USB devices take a minute or two until they work after startup

I've noticed a bug that doesn't let new devices be recognised after startup. If the usb device was already plugged in and recognised and then I restart it does NOT take a few minutes to get recognised. I reinstalled windows then it started to work. Now it's no longer working. I am using a Laptop and don't know what to do

Could you please share;
a| Make and model of your laptop
b| USB devices tethered to the laptop
c| Your current BIOS version for said laptop
d| Where did you source the installer for the OS?

You could try and reinstall your laptop's chipset drivers and see if that changes anything.

Using Asus X571GT
Any USB devices are behaving like this
The BIOS is 312 (was on 311 as well)
And the Installer is the default media creation tool for Windows 11 22H2 but the problem was also there on windows 10
