USB DiskPart error

So my friend used linux before which obv changed the partitions on his usb flash drive so I told him to do the following commands in cmd:

diskpart
list disk
select disk 1
clean
create partition primary
format fs=NTFS

now it was going well and it was working, then he got this error:

DiskPart has encountered an error: The parameter is incorrect.
See the System Event Log for more information.

Anyone know a solution for this?
