Question USB drive in ntfs

Good morning/afternoon/evening,
I have been trying to install windows for a long time, after fixing one issue from another. I have found out the problem is my USB is in ntfs, and i have formatted it to fat32 using cmd, however due to the limitation of 4gb in fat32, I can't seem to get the USB in fat32 mode. I tried using rufus but it auto changes the format to ntfs and when using Windows media creation tool, it gives me an error. My motherboard is a Gigabyte Z77-d3h. I initially thought my ssd wasn't working so i bought a hdd just to check. Any help would be really appreciated
