USB Drive Shows in Disk Management, not in My Computer

I have a Toshiba Canvio Basics 1TB which when I plug into my Toshiba laptop, is not recognized in My Computer but does show in Disk Management. The drive shows as Online in disk management but without a drive letter assigned. When I right click, my only active option is Delete Volume which I do not want to do since there is data on the drive.

I have used a Seagate 1TB drive in the same USB port with no issue.
Drivers have been updated.

Thoughts?

I'd recommend you to try the problematic external HDD with a different USB cable and on a different port on the laptop. If you have access to another computer as well, you should try plugging it there too.
Since Disk Management is not letting you assign a different drive letter to the external, you can also attempt doing this through Command Prompt (Run as administrator) and more specifically - DiskPart.
